Highlights Submersible Operators Conference 2025

11 October 2025 – Depth, Discovery, and Duty: The Global Submarine Community Looks Ahead

SUB71 was proud to take part in the joint Submarine Operators Group (SOG) and World Submarine Organization (WSO) conferences – gathering industry leaders, operators, manufacturers, insurers, regulators, and explorers from across generations to shape the future of safe and sustainable submersible operations.

Across the sessions, one thing was clear: the submarine industry is evolving rapidly, balancing innovation with responsibility.

Key discussions included:

🌊 Operating Permits & Regulatory Challenges – The community continues to face complex global frameworks for obtaining submarine operating permits. Collaboration between operators and regulators is essential to streamline processes while maintaining the highest safety standards.

📘 Guidelines for Manned Submersible Operations – Efforts are underway to supplement Classification rules with practical operational guidance, setting a consistent standard for safe and effective submersible operations.

🌍 Environmental Stewardship – Operators reaffirmed their commitment to minimising environmental impact, developing best practices for sustainable exploration.

🎓 Training the Next Generation – Exciting new submarine pilot training opportunities and initiatives for knowledge transfer are now in place to prepare the next wave of deep-sea professionals.

🤝 Private Sector Rescue Services – Emerging service models are extending submarine rescue capabilities beyond traditional naval frameworks, providing new resilience for private and commercial operators.

💡 Insurance Optimisation – A deep dive into the complexities of insuring manned submersibles to come up with strategies for balancing operational flexibility with risk management.

🔬 Research Highlights – Updates from legendary programs such as DSV Alvin, DSV Shinkai 6500, and DSV Pisces VI reminded attendees of the scientific value and exploration legacy of manned submersibles — and their role in advancing ocean knowledge.

🧭 Crew Fatigue & Human Factors – Managing risk through better fatigue monitoring, mission planning, and crew welfare was recognised as central to safe operations.

The event wasn’t just about technology, it was about community. From pioneers of the past to today’s innovators and tomorrow’s explorers, the conference underscored a shared vision: to continue safe, responsible, and inspiring underwater exploration.
